Let the tens place digit be a
And Unit place digit be b
According to first condition,
7( 10a + b) = 4( 10b + a)
=> 70a + 7b = 40b + 4a
=> 66a = 33b
=> b = 2a
Now,
According to second condition,
b - a = 3
=> 2a - a = 3
=> a = 3
b = 6
Required number = 36

7( 10a + b) = 4( 10b + a)
=> 70a + 7b = 40b + 4a

solution......
let the ten's place digit be x
and units digit's place b y ..
case 1: 7(10x+y)=4(10y+x)
70x+7y=40y+4x
66x=33y
y=2x
case2: y-x=3
2x-x=3
x=3
y=6
hence, the required number is 36...
