Several declarations were made in different times to abolish social evils in the country but still we can see and hear some such evils.what could be the reason behind it? write an analytical article for a national newspaper.

Because declaring an intention to do something does not make it happen. Even passing a law against it doesn’t make it happen. In fact, sometimes passing a law can make it worse. You can declare an intention to abolish cancer. You can pas a law abolishing cancer, and make it illegal. But none of that will have any effect. And the same is true for all social evils: if they could be abolished by merely declaring them so, they would have been abolished millennia ago.

it is because only declaring something cannot make it happen. it requires formulation of appropriate law and it's effective implementation.and also only the effort of government cannot abolish social evils from our society , it requires the joint effort of government, citizens and social organizations.
