We can sometimes make what is called a “prepositional passive” in cases like this, where the verb has no object, but only a prepositional phrase complement.

However, in the case of the verb “go” a prepositional passive - “Delhi is being gone to by him” - would sound very strange to a native speaker. We simply don’t make passives when the verb is “go”.

I have answered your question. I also have a question for you. I am very interested to know why so many people ask this kind of question, so please could you tell me:

Why do you want to change “he is going to Delhi” to passive voice?
