We can sometimes make what is called a “prepositional passive” in cases like this, where the verb has no object, but only a prepositional phrase complement.
However, in the case of the verb “go” a prepositional passive - “Delhi is being gone to by him” - would sound very strange to a native speaker. We simply don’t make passives when the verb is “go”.
