Given sentence is in active voice simple past. Its rule is :-

Sub. + verb 2nd + object.

Its passive voice becomes :-

object + was/were + verb 3rdv+ by + subject

Here, subject = She

Verb = picked
=> Verb 3rd = Picked

Object = boy

While changing to passive, she changes to her.

Hence your answer is :-

The boy was picked up by his shirt front by her.
