Lilt means the rise and fall of a person’s voice while speaking. Evelyn’s speech is not affected although she lost her hearing power because she lost it quite late; if she had lost it quite early in her life, she could have developed the inability to speak.

Fortunately she lost her hearing ability after she had learnt to speak. That’s why she can speak in spite of the loss of her hearing ability.
