She was so busy that she could not help me. I am busy statement indicate that   I  am doing a lot of work which is ongoing now. It does not mean that I can’t take more job for implementation.  

“If you want the job to get done, ask a busy person” is a popular saying. The fact that as they are busy means that they are getting things done one after another based on priority. Once you have got one you can take up another.

The statement “I am too busy” denotes that I have to do so much of task that I can’t fit anything else in. If you desire to keep the same meaning but remove the word “too” you would have to state something like “I am so busy that I can’t fit any other work else in it ”.
