In my opinion, we cannot just give Sher Shah Suri all of the credit for the administrative reforms that formed the basis for administration during the Mughal Empire. The credit for this goes to both Sher Shah Suri and Akbar. I would say that both deserve equal credit for this. What does make Sher Shah Suri exceptional is that he implemented all of these changes within his short five-year rule.
