Shifting cultivation requires patches of land being cut and burnt for cultivation. These patches of land are also abandoned once the fertility of the land goes down.
The European settlers did not deem this practice good. They felt that such a practice hindered the growth of trees that translated into low amount of timber. Such a practice also posed the risk of forests fires. In addition to these factors, the government was not able to calculate the taxes to be levied on the forest people properly, as they changed the land patches frequently.
Owing to these reasons, shifting cultivation was banned in India.
