potential resources:The resources which are present in nature although we have technology but it"s use has n"t been started yet.
Stocks:Resources which have the potential to fulfill the human needs but we don"t have appropriate technology to use them.

materials in the environment which can satisfy human needs but we human beings do not have the proper technology to access these are included in stock.

in the case of potential resorces are found in a region  but have not been utilised.for eg the resources like solar and wind energy found in gujarat and rajasthan are not being properly utilised.
