0°C is known to be the freezing point of water. But, actually at 0°C, water remains in its liquid state. It can occur in solid as well as liquid states also at this temperature . But, the next thing , which comes into picture to answer this is the atmospheric pressure and the latent heat of fusion. If we take water at 0°C and take out heat (known as latent heat of fusion) from it, then it starts getting converted into solid state (ice).Similarly, if we drop its pressure below 613.28N/m^2, then it starts getting converted into vapours. So, it all depends on the physical conditions, at which we are asked to tell about the state of water at 0°C…. :-)
