Peripheral nervous system is the part of your nervous system that isn't your brain or spinal cord. For example, the neurons connected to your muscles, the neurons in the back of your eyes, the neurons just beneath your skin, and so on, are all part of the peripheral nervous system. The brain and spinal cord make up the central nervous system.
The pericardium is a membrane that surrounds the heart. As with any membrane, I'd expect it to control the flow of materials to and from the heart, as well as provide structural support.
