the borrower of the 'my lost dollar' is Major Todd. Todd is a good friend of the narrator. todd is introduced as a forgetful person. he borrows a dollar from the narrator to pay the taxi fare and simply forgets about it. But the narrator on every time tries to make todd remember of the dollar he has taken from him. but todd simply does not remember it. 
Todd is like typical borrower. there are instances in our life when we borrow money from our friends and forget about it. this is what that has happened in todds case.
