In nineteen century when it became important to control territory and not just people the Dutch enacted forest laws in jawa,restricting villagers' access to forest. Now wood could only be cut for specific purposes like making river boat and many more. The forests were under close supervision. Villagers were punished for grazing cartels , transporting wood without permission or travelling on forest roads with cattle or horse carts. In 1882,  280000 sleepers were exported from Java alone.
