Public administration is generally understood as the implementation of public
policies. It executes laws as mandated by the legislature. In such a view, public
administration belongs in the executive domain of governments. It may thus be said
that in modern democracies, public administration works upon the goal of translating
the will of the people into action. Woodrow Wilson famously defined public
administration as the “detailed and systematic execution of law.” He went on to say
that “Every particular application of law is an act of law. Administration is the most
obvious part of the Government; it is the government in action; it is the executive, the
operative, the most visible side of the Government (Wilson 1886). Wilson’s views on
public administration was also a product of the times when the idea of welfare state
was taking firm roots in Europe as well as in America. The increasing acceptance of
welfare conception of the state entailed a necessary widening of the scope of public
administration.
