In 1989, when the State Assembly passed the Jayatraji Act of the State of Jammu and Kashmir,  

in 1989, the state took a big step forward. For the first time, the state envisioned 4,444 three-tier panchayat raj systems at the district, block and village levels. The Jayati Law  

Raji of the State of Jammu and Kashmir 1989 is very different from the previous Bangjayatraj Law. This is the first time since 1935 that  

has named a bill "Panchayati Raj Act" instead of "Village Panchayat Regulation Act  

". The first means the promotion of the three-tiered panchyati raj (at  

villages, neighborhoods, and district levels) in the state; In contrast, the second is limited to promoting the  

-level Panchayat at the village level according to (the Panchayat Acts of 1935 and 1941) raj, and then promoting  

panchayati raj at the village and neighborhood level according to (the Panchayat Acts of 1951 and 1958).
