Sabha and Samiti were two assemblies that are mentioned by the Rigveda and Atharvaveda as also the Chandogya Upanishad, the other being Samiti. ... The Sabha and Samili were described as sisters-the two daughters of Prajapati. The Sabha was a select body, less popular and political in character than the Samiti.

● SHORT NOTE ON SABHA AND SAMITI

The samiti was a big assembly where any member of the tribe could express his/her opinion regarding issues under consideration. The sabha , on the other hand, was a smaller assembly of the important tribe members who advised and aided the king . Women could also take part in such assemblies .
