Landlord Class suffered more from this system.

In 1790, Lord Cornwallis made a land settlement with the Zamindars ( recognized as the landowners). With the endorsement of the “Court of Directors,” this Decennial system was announced permanent in 1793. According to this settlement, the landlords were liable to pay the collected revenue to the company and hence, were the one who was affected directly by this settlement. And when they failed in their task of revenue collection, it resulted in their termination of proprietary rights over their estate.
