Zilla parishad is the highest level of panchayat system. The members are elected by common people for a term of 5 years. Some seats are reserved for sc, ST, OBC and women. The parishad is headed by president and a vice-president. It has functions like maintaining roads and other infrastructure, providing essential services (water,electricity etc) to the people, and as the people are mostly farmers, advising them about seeds, soil management and correct use of chemicals and machinery, and providing education. They collect taxes for revenue.

The Zila Parishad is the third and the highest level of the Vati Raj System. The Zila Parishad is a link between the state "lent and the Block Samities within the district.

Members of the Zila Parishad are elected by the district. They are elected for a period of five years Panchayats automatically become members of the zila parishad.

The members of the Zila Parishad elect a President. These officials hold their office so long as they have confidence of the members of the Parishad.
