Energy conservation and substitution of other forms of energy for oil has become an important goal, especially for the oil-importing developing countries. Although this objective is actually a part of the economic efficiency concept (see above), it is worth identifying as a separate goal, because of its intuitive conceptual appeal to both decisionmakers and the energy consuming public. Furthermore, the short-run payoffs (reductions in the national oil import bill, and fuel savings) can provide the early impetus and sustained enthusiasm necessary to launch and maintain long-run efforts in energy management and indigenous resource development.
