It is a medical condition called "Dwarfism".

Hypopituitarism is a disorder in which our pituitary gland fails to produce hormones that carry growth. In some cases, it produces less or excessive amount of hormone.

Due to this hormonal deficiency, growth suppresses. It also affects number of other body activities such as blood pressure and reproduction.

Children with hypopituitarism do not grow in height and have small stature and features although they age normally with time.
