There are over 200 countries in the world - each with its own laws governing citizenship. There is no “should”. There is only 200 different set of citizen determination laws.I recently watched a sci-fi movie that took place in Brazil in the future. Citizenship was earned, not granted by birth or blood. In order to gain citizenship, you had to serve the state in some fashion and earn your status. You could do that by joining the military, serving in a peace corps styled capacity for a couple of years, or work in disadvantaged neighborhoods.With citizenship came the right to vote and own property.
