Should i ride that bicycle if my feet do not touch the ground but reach easily on paddles. What i mean to say is that... when i need to stop somewhere, i have to get out of the seat suddenly... can i ride on road???

no you can not that is dangerous you need to be a bit more taller or your legs to be longer otherwise we can not ride such bicycles as If we want to get down somewhere we can fall down and can hurt ourself.
