If we think about our current model of the justice system, life imprisonment or capital punishment is reserved for the "unforgivable" or "irredeemable" [2]. It is merciful in that it "forgives" [3] minors and tries to give second chances to minor offenses.
If justice serves to prevent repeat offenders and prevent would-be-criminals, I would say that the implementation of mercy in our current justice system was effective.
