no,then it will become very common and then every country will have it and cause some serious problems
1) it will become very easy for any xyz country to use it against any abc country.
2) then, we wont have anything more powerful than the other country .
3) the other country might not have been fighting with us because we are more powerful and now that they are on the same level they might start attacking us.
