Should there be more stringent consequences for those who use technology for illegal or unethical purposes?

Yes. There is a currently a gap in law surrounding these things, and I am suffering because of it.
Firstly, there is no law against the development of new technology, only against performing unethical research with peers in your field. If you don’t have peers, or it is self-funded, the sky’s the limit. Secondly, there are no laws about explicit things regarding stuff that has yet to exist. Thirdly, as the creation of technology out-paces general public understanding and knowledge of it, how it works, how to prevent it being used maliciously, until it reaches something close to that level, currently, there is nothing in play for its detection or for how to stop it,much less charge someone. Furthermore, if the technology is new, largely unused, and using it would require a shift in mentality by the general public, it may take much longer than we would like in order to grapple what is happening.
I fully believe I am a victim of something like I listed above, and I tell you, most people in my position would not be alive if they realized it was technology and not an unknown disease.
We should not only develop laws for current misuse and abuse of technology, but also develop strict laws into how any new technology can be developed. It could be something as simple as ‘any new technology, you don’t use on, in, around, for, against etc. another person who does not give you explicit informed consent’. This is how we do it for unknown drugs. And we don’t fund research that isn’t ethical, not knowingly. But militaries or any wealthy company or person don’t follow such rules. We shouldn’t wait until abuse and misuse has happened to create laws surrounding how one should treat someone.
Penalties for breaking this should harsh.

Gone are the days when technology was an alternative. Everything is moving at a fast pace riding on technology. Now everyone has bind their lives with technology and started their sound presence in online world. But everything comes with a cost. Here the cost is to lay out one's personal information in virtual world. This makes one vulnerable to cyber crimes. Cyber crimes have the intensity and power to change someone's life. So it is very much important that there should be strict punishment for those who use technology for illegal and unethical purposes. If we let go these crimes, then it may give any potential cyber criminal the boost to go on with such activities. Also such activities if left untreated may give birth to more henious cyber crimes.
