1) Hank reviews the literature and can build a foundation for the new hypothesis, and (2) finds fresh data sets with which to test this new hypothesis, then he might have a viable, legitimate, and credible test to propose to his professor? It seems a loss (again, depending on context) if he might have noticed something valuable and is prevented from proving and sharing it, right?
