Should wheather forcast be used to plan trips ? what were Jeromes views on this matter

Jerome did not trust the weather forecast at all. He thought it to be silly and irritating. This was because of some previous experiences that he had. At one occasion, one of his holiday plans for a picnic was completely ruined because of weather forecast. The local newspaper had forecasted heavy rain and so he had cancelled his plan and stayed inside. However, the day happened to be a beautiful day and there was no rain. Again, another day, he had believed the forecast of sun and that day he had ended up getting wet.
