A rational number is a number which can be written in form of p/q where p, q ∊ Z and q ≠ 0.

So, 0 can be written as 0/1, 0/2,... and so on in the form of p/q and 4 as 4/1. So 0 and 4 both are rational numbers.

(Also, the decimal expansion is terminating.)
