If we divide -2 by 11 we get 0.1818... on rounding off we get +-0.2 and if we repeat the same process with -3/11 we get... 0.2727 which is equal to +-0.3...And as zero is neutral or does not contain any sign though we can represent it on the given points that is 0.2 and 0.3..
 - 2 \div 11 = + - 0.1818
 - 3 \div 11 = + - 0.2727
