Yes we can. Actually a charged object always attracts an object which is opposite in charge.
But if the other object is neutral in nature then the charged object would not be able to attract it.
So first of all the if an object is positvely charged on all sides of its dimensions then if it is brought near to one side of the uncharged object that side of the uncharged object facing the charged object gets the opposite charges(negative). And the other side which is facing away from the charged object is carrying positve charge.
So a charged object tries to attract an object by imparting negative charges to one side of the uncharged object and that process of imparting negative charge is called induction.
Another method for imparting opposite charges to an uncharged object would be by conduction, but in that case both( charged and uncharged) should be brought in contact with each other so that the charged body could share the charges with the other and thus imparting a negative charge at the other side of the body. And resulting in repulsion due to like charges of the bodies..
