The old man gave meaning to his life by taking care of his animals, but the war takes away everything from him. He sits alone by the side of the road helplessly, as he was unable to save his goats.

Yes, the old man could have changed his fate by catching the truck towards barcelona that the narrator suggested; but he declined to do so as he was too old and tired & even he was feeling gulity; being unable to save goats. So he decided to share his fate with his animals.
