Answer:

In the absence of torque the angular momentum of a particle remains constant. this is the principle of conservation of angular momentum.

Now a central force always directed towards or away from a fixed point. As such it can't have a moment about this point, thus any particle moving under the action of a central force will have not any torque acting upon it and hence it's angular momentum about a centre of force remain constant.
