If a net force act on an object it must accelerate, which means it s in momentum must be change. Similarly if a net torque acts on a body it undergoes angular acceleration, which means its angular momentum changed. It is known as angular momentum magnitude. and it is denoted by L.
L = mvr (Where v and r is perpendicular on each other)
So torque is the rate of change of angular momentum.
