The formula for avg. speed = total distance/total time taken.
Since, distance travelled and time taken by a moving body can never be 0. So average speed can never be zero.
Whereas, avg. velocity= displacement/total time taken
Since, displacement can be 0( when a body starts and comes back to the initial point). So, avg.velocity can also be 0.
