3x - 2y + 2 = 0     ---------> 1

2x + 3y + 7 = 0    ----------> 2

now lets rearrange the two eqn to find slope :

from eqn 1 :

y = 3/2 x + 1  

m1 = 3/2

from eqn 2 :

y = -7/3  - 2/3x

m2 = -2/3

now wkt for perpendicular lines m1 X m2 = -1

therefore    :    3/2   X - 2/3 = -1

Hence the two lines are perpendicular
