for lines to be parallel slope should be same

therefore converting the eq to slope form we will get the slope

so, 2x +3y-8 = 0

y = (-2/3)x +8/3

slope is (m1) = -2/3

now

4x + 6y + 18 = 0

y = (-4/6)x -18/6

y = (-2/3)x - 3

slope(m2) = -2/3

as m1 = m2

so, lines are parallel
