at room temperature we observe that water is a fluid that is it flows easily. and it has no fixed shape, but has a fixed volume these characteristics being that of a liquid justify that water at room temperature is a liquid. you can add points like it's attractive forces are low, is less compressible etc.

Temperature of the room is lesser, so there is no change of state of water, hence it is liquid at room temperature.
