A body is said to be in rest if it changes it`s position with respect to it`s surrounding and also with time if it doesn`t changes it`s position a time passes it is said to be in rest with respect to the observer. But the same body is said to be in motion if it moves with time with respect to the observer.
Well here is an example
Suppose you are travelling with your friend in a train and the person who is at the station will observe you. Now according to your friend you are at rest because nothing is changing with the frame of reference(surrounding) of your friend but with respect to the observer at the station he tell that you are in motion because as the train in moving you are also moving along the train. Thus rest and motion are both relative
And nothing is at absolute rest or motion because suppose you are keeping a book on the table according to you the book is at rest but when you see from space the earth is moving and as the book is on the table and the table on the room and as the earth is constantly rotating the book is also indirectly changing ot`s position i.e. it is moving.so nothing is at absolute rest or similarly with motion,
