The sulphate anion has a Sulphur atom in the middle with an oxidation state of +6 surrounded by 4 Oxygen atoms in a tetrahedral formation. These 4 Oxygen atoms (-2 charge each) total -8 charges.

+6 -8 = -2 so SO4 has a charge of -2.

Magnesium being +2 complements this nicely leading to the MgSO4 we all know. That’s why the formula looks like it does.
