Explanation:

we can test this through an experiment for which we need distilled water, a regular bulb, LEDs and wires

first to ensure that the bulb we are using does work we'll built up a proper curcuit(with he distilled water). then we do the same with the LED.

now we build an curcuit using a regular bulb. we'll see that the bulb glows mildly.

now we do the same with a LED, we notice that the LED glows brightly.

this is so because LEDs require very low voltage to glow, as compared to a bulb.

the curcuit was complete both the times but LED glows brighter than the bulb thus we know distilled water is a poor conductor of electricity :)
