In the compound ccl4 the central atom is carbon atom. It has no d orbital. So it cannot expand it's co ordination number. For this reason it can not react with water and thus it is not hydrolyzed.
On The other hand in the compound Sicl4 the central atom is Si. It has empty d orbital and thus it can expand it's co ordination number. So it react with water very easily and thus it is hydrolyzed.
When Sicl4 is hydrolyzed it forms silicic acid and hydrochloric acid.
