Literal meaning of this proverb is: if you can't get your work done by legitimate ways, then you are obliged to consider "other" ways.
Basically, this proverb suggests that if when you have exhausted all other viable legal options to get your work done, but it didn't help, then you are allowed to use other illegal, unethical ways( like bullying, bribing etc.)
Equivalent of this proverb in English language is: By hook, or by crook.
