So as per the question + sign has the given measures.
so if we divide that sign in 4 equal halves we will get 4 congruent or equal rectangles.
=> 2 ( 2 + 0.5 ) = one 'rectangles perimeter. => 2×2.5 = 5 cm
so 4 rectangles = 5 × 4 = 20cm
now we have to subtract =20 - 4 × (0.5 × 4 )
20 - 2 = 18 cm
so if we divide that sign in 4 equal halves we will get 4 congruent or equal rectangles.
=> 2 ( 2 + 0.5 ) = one 'rectangles perimeter. => 2×2.5 = 5 cm
so 4 rectangles = 5 × 4 = 20cm
now we have to subtract =20 - 4 × (0.5 × 4 )
20 - 2 = 18 cm

PERIMETER = IT IS TOTAL ADDITION OF ALL LENGTH
Eg
In square it's be 4a
Here,a is side of square
In rectangle it's be 2(l+b)
l is length of rectangle
b is breathe of rectangle
NOW BACK ON QUESTION:
SO, our diagram perimeter
a is side of middle square
so ,side of middle square=0.5cm
perimeter of two rectangle form by this + sign
= 4(2(l+b))- peremeter of square in middle
= 4(l+b)-4×a
=8(2+0.5)-4×(0.5)
=8(2.5)-2.0
=20.0-20
=18cm
perimeter of given diagram=18cm
