I would not classify silica as a mineral. It is a compound, composed of 1 Si and 2 O atoms bonded together. Formula: SiO2. Quartz, a mineral composed of silica, has formula SiO2 as well, but repeats in bonded structures of different configurations (which differentiate the various polymorphs of quartz).

Sandstone is not pure quartz, it is generally composed of MOSTLY quartz grains but can have minor amounts of other minerals bonded together by a matrix cement which can, itself, be composed of other minerals. That is the difference: a mineral is purely made of the same repeated compound, a rock is a composite of many minerals bonded together.
