Tarnish is a thin layer of corrosion which forms over metals including silver. One of the main reasons for silver to tarnish is when it comes in contact with hydrogen sulphide.
Ag + H2S = Ag2S + H2
Silver + hydrogen sulphide = silver sulphide + hydrogen
Hydrogen sulphide is released during pollution. There is a higher concentration of hydrogen sulphide in cities and oil refineries than in places far away from it. Therefore the rate of tarnish increases.
