They are all imperial dynasties. They all have an emperior, who has the dominating power to make any decision.
They are all ended a relatively chaos period, and re-united the China from seprated regions or countries. Before Qin Dynasty, it is the known as Warring State Period, or in Chinese, Zhan Guo(战国), and there are 7 warring states in China fighting with each others. Before the Sui dynasty, it is the period known as Northern and Southern Dynasties, during which China is seperated into two major dynasties, and having war for quite a long period.
The region of the two dynasties are quite similar, although not exactly the same. The two dynasties are in general ruled the middle, east costal, and southern part of China.
They all last for only a short period. The total length of Qin dynasty is about 16 years, with two emperiors, and Sui dynasty lasts for about 38 years, with two emperiors as well.
They all have series of reform policies, to ensure the centralized control by the emperiors. I will skip the detailed policies, as it would be too complicated to explain them
