The Indian members of Central legislative assembly exposed more drawbacks in Government of India Act of 1919. As the result of this the Simon Commission was appointed in 1927, who suggest for the reforms. This commission consistrd of 7 members and its chairman was Sir John Simon. Indians boycotted it as there was no Indian member and it. Moreover there was no indication of Swaraj which was the first priority of Indians. This Commission arrived in India in 1928. When the commission reached India people came banners on which it was written 'Go Back Simon'.
