Their actual speeds from now on are not important.  All that matters is their relative speeds as this relates to how the gap between them is shrinking.

For the first minute of chasing, the policeman runs at the same speed as the thief.  His relative speed is 0m/min.  He doesn't close the gap at all.

For the second minute, the policeman's speed relative to the thief is 10m/min.  So he gains 10m.

Similarly, in the third minute he gains 20m, for a total of 30m gained.

Fourth minute he gains 30m, for a total of 60m gained.

Fifth minute he gains 40m, for a total of 100m gained.... he has caught the thief!

It took the policeman 5 minutes.
