 \frac{ {3}^{8} }{ {3}^{5} } \times {3}^{ - 3}

As
 \frac{ {x}^{y} }{ {x}^{z} } \: \: then \: {x}^{(y - z)}

By using this,

you'll get

 {3}^{(8 - 5)} \times {3}^{ - 3} \\ = {3}^{3} \times {3}^{ - 3}

and as
 {x}^{y} \times {x}^{z} = {x}^{(y + z)}

using this, you'll get
 {3}^{(3 +( - 3))} \\ = {3}^{(3 -3)} \\ = {3}^{0} \\ = 1 \\ \\  \: as \\ {x}^{0} = 1 \\
