( { \frac{ - 3}{7} })^{3}  \times  ({ \frac{ - 3}{7} })^{8}  \\  =  > ({ \frac{ - 3}{7} })^{3 + 8}  \\  =  >  ({ \frac{ - 3}{7} })^{11} \\

Here the base is same (-3/7).

When we multiply two numbers with the same base, we add the powers.
